Booth.  John Wilkes Booth. I guess he changed his name later.  Perhaps the Monarchy was still miffed about the outcome of the 1812 unpleasantries?

But honestly, I think it's a conspiracy - I don't think 007 really did it.  After all, that PPK/S is marginal against normal sized humans, much less one three times life size...
